Both monster effects are effects that touch the opponent's board, so this card is more active in the second attack than the first one.
As a low-level Vaylantz, he can special summon regardless of the board, and his role is to consume the opponent's interference with the effect of (1) as it is.
Whether the effect is negated or the status is weakened depends on the result of the coin toss, but the more skilled you are, the more you dislike uncertainties, so there is a high probability that this card will stop the effect.
On the other hand, if you don't have any cards on the opponent's field, you can't use the monster effect, and if you play this card first, the development will be stagnant, so it's better to line up with Arctos Ⅻ in the final stage and set up interference.
In lock-type builds that use 《Secret Village of the Spellcasters》or 《Fossil Dyna Pachycephalo》, this card is a Level 4 Spellcaster, so it's a good idea to use about two of them.

If you use Special Summon with a P effect, etc., the effect of (1) will lead to the weakening of Effect Monsters, which I think is excellent.
The field card removal effect of (2) is also excellent, and I think that "Vaylantz's Ninja - Minamitsuki" and "Vaylantz - B Baron" (Senet Switch) will easily fit into the "Vaylantz" Deck.

The effect of moving is to destroy or bounce the cards on the field, and you can remove the opponent's cards no matter which way you fall. However, some cards will be reused once they bounce, so I want to think carefully about which cards to target. Also, if you target your own card, you may be able to reuse it.
It's generally unstable, but it's a useful monster if you attack second.
